Mandy Ansell - Accountable Officer

Mandy Ansell Accountable Officer

Mandy has a BSc (Hons) Physiotherapy from the Royal London Hospital and a Masters Degree from City University.

In the last 33 years, Mandy has held positions as a clinician, professional manager and general manager in acute hospitals and primary care in Bristol, London and Essex.

She has led a number of high profile projects in the last five years in South Essex including the transition to Clinical Commissioning Groups.

Mandy is also the CCG SIRO (Senior Information Risk Owner)

Dr Anand Deshpande (GP) - Chair and Primary Care Lead

Dr Deshpande has been Chair of the CCG since 1 April 2013. Before becoming Chair of the Thurrock CCG, he has been board member of previous Thurrock NHS organisations related to primary care, holding various portfolios. He has also been Executive Board member of the South Essex PCT and chaired the South Essex Local Medical Committee for three years Dr Deshpande Has represented GP’s from the whole of Essex in the BMA GPC committee in London for 6 years. He has been instrumental in leading on primary care transformation and supported the bid to fund Thurrock’s four health hubs.

Dr Deshpande has been practising as a GP since 1991 in Thurrock and practises with a partner as a GP at Neera Medical Centre, Stanford-le-Hope. His ambition is to work with NHS England to develop services in the community nearer to the patients in the Thurrock.

Jane Foster-Taylor - Chief Nurse

Jane is a registered General Nurse, Registered Midwife (lapsed), and a registered Health Visitor. She has been in the nursing field for 32 years.

As the Chief Nurse for Thurrock CCG, Jane sits on and chairs a number of committees, including the Children's Safeguarding Board, Adult Safeguarding Board, Quality and Governance Committee and Clinical Quality Review Groups for NELFT and BTUH.

Jane is also the CCG Caldicott Guardian

Maria Wheeler - Chief Finance Officer

Maria qualified as an accountant (ACCA) in 2004, and has worked within the NHS since February 2001. During this time she has obtained a wealth of knowledge in all aspects of NHS Finance, across a number of different organisations within the health sector. Starting her career in East and North Herts Trust, before moving into the commissioning sector working for Luton PCT, NHS England and more recently for West Norfolk CCG. Maria Joined Thurrock CCG as an interim in April 2018, and was appointed to the permanent role on 01 August 2018.

Lesley Buckland - Governance and Audit Lay Member and Deputy Chair

Lesley's professional background is in Human Resource Management.

She has also held senior management roles within the NHS and within a London based University. She has also had non-executive roles within the NHS for 12 years, including Vice Chair of a PCT, Chair of Remuneration Committee and a member of Audit for 11 years. Lesley is also a member of the Quality and Governance Committee.

Trevor Hitchcock - Lay Member Patient and Public Involvement

Trevor has a wealth of work based and technical experience in the world of commercial finance and project management, having spent 12 years working for a key strategic partner to the NHS (DHL Supply Chain). Trevor has also previously served as a Sessional lay member for the NHS Thurrock Clinical Commissioning Group on the Audit, Remuneration, Finance and Performance and Conflict of Interest Committees. Over this time Trevor gained the respect and confidence of his peers, allowing him to respectfully challenge and scrutinise information and explanations provided by others.

Trevor has been a Thurrock resident for the past 15 years and feels passionate about the borough and its people. He has two young children, aged 5 and 2 and, as a family, are settled and happy in Thurrock. Trevor took over the role of Patient and Public Involvement Lay Member from 1 April 2019 and will ensure the CCG meets it's obligations to involve patients and the public throughout the decision making process.

Dr Vikram Bhat (GP) - Unplanned & Planned Lead

Dr Vikram Bhat, MBBS (MYSORE), DRCOG (Royal College of OBG), MRCGP, (Royal College of GPs). Dr Bhat has been practising as lead GP of Sai Medical Centre since 2014. He is the clinical lead for Diabetes, Respiratory and Children’s Safeguarding.

He is also locality lead for Tilbury Hub Services. Dr Bhat in one of our new members, joining the CCG Board in January 2017 for a three year period. On the Board Dr Bhat is lead for Planned and Unplanned Care.

Dr Bhat is currently supervising the For Thurrock in Thurrock programme; with Tilbury as Phase 1 of the project.

Dr Anjan Bose (GP) - Tutor and Clinical Lead

Dr Bose is the Clinical and Educational lead in Thurrock CCG.He has been a GP since 1992 and specialises in Pulmonology and Diabetes.

Dr Anil Kallil (GP) - Quality, Patient and Safety Lead

Dr Kallil has been working as a GP in Orsett for 10 years. Before this he worked in Hospital Medicine. Dr Kallil is one of the clinical leads for the Thurrock Health Hubs.

He has been a former board member and interim medical director for a former out-of-hours primary care provider.  Dr Kallil was also a board member for Thurrock Primary Care Trust before it was officially granted the legal status as Clinical Commissioning Group.

Dr Luis Leighton (GP) - Finance Chair and Estates Representative

Dr Leighton joined Thurrock CCG’s Board in January 2017 and has been a GP for 31 years in Aveley. He also works as an Occupational Health Specialist. He qualified at the Middlesex Hospital in London and Is committed to the health of his patients in Thurrock.

Dr Leighton’s aim is to improve the quality of services for residents in Thurrock.

Dr Rajan Mohile (GP) - Mental Health Lead

Dr Mohile (MBBS(Lon), LRCP, MRCS, (Eng), MRCGP) is the clinical lead on mental health in Thurrock.

Dr Mohile trained at St Bartholomew’s Hospital before receiving his GP training in Maidenhead. He has over 29 years’ experience as a GP and is founding Chairman of SEED’s (South Essex Emergency Doctors) Out of Hours service.

As well as mental health, Dr Mohile serves on the QIPP committee. He is the former Chairman of South West Essex Diabetes Network and is a member of Grays Thurrock Rotary Club.

Dr Henry Okoi (GP) - Medicine Management Lead

Dr Okoi completed GP training in Slough in August 2006 and has been working in Thurrock as a GP since October 2006. In December 2015 Dr Okoi completed a Masters Degree in Healthcare Leadership from the University of Birmingham and was given a Senior NHS Leadership Award by the NHS Leadership Academy Elizabeth Garrett Anderson Programme.

Dr Okoi is also a GP Trainer, having completed post-graduate certificate in Medical Education from the University of Bedfordshire in July 2013. He is also a member of the Royal College of General Practitioners.

Dr Okoi joined Thurrock CCG’s Board in January 2017.

Dr Sanjeev Maskara - GP Board Member

Dr Maskara joined Thurrock CCG as a board member in November 2017. He is co-chair of the clinical engagement group. He has over 23 years of clinical work experience in the three different healthcare settings – UK (NHS), Australia (Medicare), and India. His areas of expertise are elderly care, chronic disease management, and medical education. He is a GP Trainer, NHS GP appraiser and GP Specialist adviser (GP SpA) for the Care Quality Commission (CQC).

He has published over a dozen scientific papers in peer-reviewed journals, and presented them at various national and international conferences.

Dr Nimal Raj is a local Thurrock GP and joined the Board in October 2017

Katie Webb - Practice Manager Board Member

 Katie joined the Board in November 2017 as a Primary Care Practice Manager member. She is also a member of the Quality Patient and Safety Committee, Primary Care Committee and IGG Committee.

Katie has been working as practice manager in Thurrock for six years, training in the NHS Leadership Academy, Mary Seacole programme. A team leader who specialises in modernisation and innovation providing a unique bridge between front line patient care and NHS staff. She aims to recognise the importance of effective, engaged and accountable board leadership. Katie promotes the working partnerships between practice managers in Thurrock, inspiring a shared purpose to provide a quality service for all.
