Dr Anil Kallil (GP) - Chair

Dr Anil Kallil was elected the Chair of Thurrock CCG's Governing Body in Febraury 2020.

Dr Kallil has been working as a GP in Orsett for 14 years. Before this he worked in Hospital Medicine. Dr Kallil is one of the clinical leads for the Thurrock Health Hubs.

He has been a former board member and interim medical director for a former out-of-hours primary care provider.  Dr Kallil was also a board member for Thurrock Primary Care Trust before it was officially granted the legal status as Clinical Commissioning Group.

Anthony McKeever - Accountable Officer of the Mid and South Essex CCGs

Originally a 'fast stream' Civil Servant, Anthony McKeever 'Mac' joined the NHS in 1987. He has operated for more than 25 years as a CEO, helping Boards deliver reform and required results in health care. He served on the Future Forum in 2010, and is known for promoting clinical leadership locally as well as nationally.

In September 2020, Anthony McKeever was appointed as the permanent role of Executive Lead for the Mid and South Essex Health and Care Partnership and Joint Accountable Officer for its five CCGs in mid and south Essex.

Daniel Doherty – Deputy Accountable Officer for Mid and South Essex CCGs

Dan was appointed Alliance Director for Mid Essex in November 2020 and Deputy Accountable Officer for Mid and South Essex CCGs in July 2021. 

Dan was previously the Director of Clinical Transformation and Deputy Accountable Officer at Mid Essex CCG where he also held the post of Director of Clinical Commissioning between 2013 and 2018.  

Dan is a practising physiotherapist who previously worked at St Peter's Hospital in Maldon.

Mark Tebbs – NHS Alliance Director for Thurrock

Mark joined Thurrock CCG in 2013 and has been a member of the Board for the last 5 years, driving work on integrated care within the CCG as well as undertaking the role of Senior Responsible Officer for Mental Health across the mid and south Essex Health and Care Partnership.

In March 2020, Mark became the Deputy Accountable Officer for the CCG and from November 2020 Mark’s primary responsibilities are as the NHS Alliance Director for Thurrock. This enables him to continue developing effective working relationships, with our partners and a culture of delivery across the Thurrock Alliance, supporting Primary Care Network development and ensuring the effective operation of the local urgent care system.

Rachel Hearn - Executive Director Nursing and Quality

Rachel is a Registered Nurse and the Executive Director of Nursing and Quality for the Mid and South Essex Clinical Commissioning Groups. Rachel has over 20 years’ clinical experience as a nurse within the NHS. Having worked predominantly in emergency and general medicine, Rachel’s work has focused on the changing face of emergency care. Within her scope of work in commissioning, Rachel has led on workstreams to improve patient safety and patient experience.

Mark Barker - Chief Finance Officer

Mark was appointed Chief Finance Officer for Mid and South Essex Clinical Commissioning Groups (CCGs) in December 2020.

Mark is a Chartered Accountant with over 30 years Public sector experience within the NHS in commissioning and provider settings, Housing and Transport for London (TfL). He was previously the Chief Finance Officer for Southend and Castle Point and Rochford CCGs.

Lesley Buckland - Governance and Audit Lay Member and Deputy Chair

Lesley's professional background is in Human Resource Management.

She has also held senior management roles within the NHS and within a London based University. She has also had non-executive roles within the NHS for over 20 years. Lesley chairs the Audit Committee and Remuneration Committee and is a member of several other committees in her role as Lay Member for Governance. Lesley also Chairs the Joint Committee Finance & Performance Committee.

Pauline Stratford - Third Lay Board Member


Pauline has been the Lay Member for Patient Public engagement with Castle Point and Rochford CCG since 2014 and in 2019 Lay Member for the South East Essex CCGs with a lead in Primary Care, Mental Health and Learning Disabilities. From 1 August 2021 Pauline will be the third Lay Member for both Mid and Thurrock CCGs in addition to her existing role.

Prior to joining the NHS Pauline was a Senior Commissioner for Social Care Mental Health Services and previously to that a Human Resources and Change Manager with a lead in Equalities in Central Government.

Dr Anand Deshpande - GP Board Member

Dr Deshpande has sat on the CCG's Governing Body since 2013, serving as the Chair between April 2013 and February 2020. Before becoming Chair of the Thurrock CCG, he has been board member of previous Thurrock NHS organisations related to primary care, holding various portfolios. He has also been Executive Board member of the South Essex PCT and chaired the South Essex Local Medical Committee for three years Dr Deshpande Has represented GP’s from the whole of Essex in the BMA GPC committee in London for 6 years. He has been instrumental in leading on primary care transformation and supported the bid to fund Thurrock’s four health hubs.

Dr Deshpande has been practising as a GP since 1991 in Thurrock and practises with a partner as a GP at Neera Medical Centre, Stanford-le-Hope. His ambition is to work with NHS England to develop services in the community nearer to the patients in the Thurrock.

Dr Anjan Bose - GP Board Member

Dr Bose is the Clinical and Educational lead in Thurrock CCG.He has been a GP since 1992 and specialises in Pulmonology and Diabetes.

Dr Luis Leighton - GP Board Member

Dr Leighton joined Thurrock CCG’s Board in January 2017 and has been a GP for 31 years in Aveley. He also works as an Occupational Health Specialist. He qualified at the Middlesex Hospital in London and Is committed to the health of his patients in Thurrock.

Dr Leighton’s aim is to improve the quality of services for residents in Thurrock.

Dr Rajan Mohile - GP Board Member

Dr Mohile (MBBS(Lon), LRCP, MRCS, (Eng), MRCGP) is the clinical lead on mental health in Thurrock.

Dr Mohile trained at St Bartholomew’s Hospital before receiving his GP training in Maidenhead. He has over 29 years’ experience as a GP and is founding Chairman of SEED’s (South Essex Emergency Doctors) Out of Hours service.

As well as mental health, Dr Mohile serves on the QIPP committee. He is the former Chairman of South West Essex Diabetes Network and is a member of Grays Thurrock Rotary Club.

Dr Henry Okoi - GP Board Member

Dr Okoi completed GP training in Slough in August 2006 and has been working in Thurrock as a GP since October 2006. In December 2015 Dr Okoi completed a Masters Degree in Healthcare Leadership from the University of Birmingham and was given a Senior NHS Leadership Award by the NHS Leadership Academy Elizabeth Garrett Anderson Programme.

Dr Okoi is also a GP Trainer, having completed post-graduate certificate in Medical Education from the University of Bedfordshire in July 2013. He is also a member of the Royal College of General Practitioners.

Dr Okoi joined Thurrock CCG’s Board in January 2017.

Dr Sanjeev Maskara - GP Board Member

Dr Maskara joined Thurrock CCG as a board member in November 2017. He is co-chair of the clinical engagement group. He has over 23 years of clinical work experience in the three different healthcare settings – UK (NHS), Australia (Medicare), and India. His areas of expertise are elderly care, chronic disease management, and medical education. He is a GP Trainer, NHS GP appraiser and GP Specialist adviser (GP SpA) for the Care Quality Commission (CQC).

He has published over a dozen scientific papers in peer-reviewed journals, and presented them at various national and international conferences. 

Dr Nimal Raj - GP Board Member

Nimal Raj

Dr Nimal Raj is a local Thurrock GP and re-joined the CCG Board in October 2017. He previously served as a Board Member from the inception of Thurrock CCG in 2013, holding various portfolios during that time. He currently serves as Cancer Lead and Unplanned Care Lead and serves on various committees.

Dr Nimal Raj is currently a GP Partner in Thurrock, serving as the CQC Registered Manager of a group of practices in Thurrock that is made up of the Corringham Health Centre, East Tilbury Medical Centre and Sai Medical Centre.
