Mid and South Essex STP Joint CCG Committee

Find out more about the Joint Committee which is leading on the transformation of many of the NHS services in south and mid Essex.

The Sustainability and Transformation Plan (STP) Joint CCG Committee is a meeting of the Clinical Commissioning Groups (CCG) in mid and south Essex which is held in public and presided over by an independent Chair.

This Committee is made up of the GP Chairs and Accountable Officers from each of the member Clinical Commissioning Groups. These are Thurrock CCG, Basildon and Brentwood CCG, Southend CCG, Rochford and Castle Point CCG and Mid Essex CCG.

The STP Joint Committee acts collectively in the planning, securing and monitoring of NHS services to meet the needs of the population of mid and south Essex, as well as representing the STP footprint for services commissioned over a larger area. Working collaboratively in this way will allow us to have a stronger influence and this means better outcomes for patients. It also allows us to provide greater scrutiny and influence on any decision that affects our area.

Specifically, the STP Joint Committee commission and manage the contracts for:

  • Acute (hospital) services (NHS and independent sector);
  • NHS 111 and Out of Hours services;
  • Ambulance services and patient transport services; and
  • Acute Mental Health services.

The STP Joint Committee also play a role in decision making about learning disability services within the existing pan-Essex arrangements.

The STP Joint Committee ensures a consensus across all the CCGs but is not an organisation or legal entity, and the individual CCGs retain the statutory responsibility for commissioning healthcare in each of the above areas. All other decisions about healthcare not listed above continue to be taken locally by the relevant CCG.

Consultation

At the Joint Committee meeting on Wednesday 29 November, the Joint Committee gave approval to begin the consultation process on proposals for hospital services in mid and south Essex. 

The proposed changes include: making improvements to all three A&E departments, developing a new specialist stroke centre, consolidating some inpatient care and moving services from Orsett Hospital to four integrated medical centres across Thurrock.

The consultation closed on Friday 23 March. Keep an eye out for further updates in the coming months.

Referral of Sustainability and Transformation Partnership (STP) consultation and plans to Secretary of State for Health and Social Care

The proposals that were recommended following the consultation (Your Care in the Best Place), from the Mid and South Essex STP, are currently on hold while the consultation is referred to the Secretary of State for Health and Social Care.

The decision to refer the consultation and the resulting decisions made by the Joint Committee of the STP, was first made by Southend Borough Council People Scrutiny Committee on 09 October 2018. Thurrock Council’s Health Overview and Scrutiny Committee voted to refer the plans on 08 November 2018. Further information on Thurrock’s reasons for referral are to be confirmed at a later date.
